That's the normal state for the passive copy when the mounted copy isn't indexed.  If you've already tried deleting the index, then perhaps it'll take more than three days to index.  You've verified that there's nothing in the event log, right?  You could turn up logging and see if anything is reported.

cd “C:\Program Files\Microsoft\Exchange Server\V15\Bin\Search\Ceres\Installer”

.\installconfig.ps1 -action I -datafolder “%ExchangeInstallPath%\Bin\Search\Ceres\HostController\Data”

Про какие скрипты речь?

Если не помогает ребилд индекса через удаление папки (размер папки не увеличеивается, crawling не происходит и т.д.)

то дальше только ребилд движка ceres

Если и это не поможет - то только новые сервера и новые базы.
